05 Dec 07 Auto firms wrestle with better fuel use rules

The groundbreaking deal in U.S. Congress to raise mile-per-gallon standards will compel the auto industry to churn out more fuel-efficient vehicles on a faster timeline than the companies wanted, though with flexibility to get the job done.

The auto industry’s fleet of new cars, sport utility vehicles, pickup trucks and vans will have to average 35 mpg (6.7 L/100km) by 2020, according to the agreement that congressional negotiators announced late Friday. That compares with the 2008 requirement of 27.5 mpg (8.5 L/100 km) average for cars and 22.5 mpg (10.7 L/100 km) for light trucks. It would be first increase ordered by Congress in three decades.

Majority Democrats plan to include the requirement in broader energy legislation to be debated in the context of $90 (U.S.)-per-barrel oil, $3-plus pump prices and growing concerns about climate change. The House plans to begin debate this week.

“It is a major milestone and the first concrete legislation to address global warming,” said Sen. Dianne Feinstein, D-Calif.

Environmentalists have sought stricter mileage standards for years, saying that is the most effective way to curb greenhouse gas emissions and oil consumption.

The energy bill will help accelerate plans by automakers to bring more fuel-efficient technologies to conventional engines and alternatives such as gas-electric hybrids and vehicles running on ethanol blends. For the first time, for example, manufacturers will receive credits for building vehicles running on biodiesel fuel.

Domestic automakers and Toyota Motor Corp. vehemently opposed a Senate bill approved passed in June that contained the same mileage requirements and timeline. They warned the measure would limit the choice of vehicles, threaten jobs and drive up costs.

The companies backed an alternative of 32 mpg (7.3 L/100 km) to 35 mpg (6.7 L/100 km) by 2022. At the time, Chrysler LLC executive Tom LaSorda told employees the Senate bill would “add up to a staggering $6,700 – almost a 40 per cent increase – to the cost of every Chrysler vehicle.”

But the compromise worked out by Rep. John Dingell, D-Mich., House Speaker Nancy Pelosi, D-Calif., and Senate leaders, maintains a significant boost in mileage standards while giving the industry more flexibility and certainty as they plan new vehicles.

The proposal would continue separate standards for cars and Trucks, extend credits for producing vehicles that run on ethanol blends, and allow automakers to receive separate credits for exceeding the standards and then apply those credits to other model years.

Michigan lawmakers secured an extension of the current 1.2 mpg credit for the production of each “flexible fuel” vehicle, capable of running on ethanol blends of 15 per cent gasoline and 85 per cent ethanol. Without the extension, the credits may have run out by 2010, but under the deal, they will be phased out by 2020.

The United Auto Workers union also won a provision intended to prevent companies from shifting production of less profitable small cars to overseas plants. At stake are an estimated 17,000 jobs.

The House’s energy bill, approved in August, did not include mileage standards, and lawmakers had worked since then to include them.

Rick Wagoner, General Motors Corp.’s chairman and chief executive, said the new rules would “pose a significant technical and economic challenge to the industry.” He said GM would tackle the changes “with an array of engineering, research and development resources.”

GM, Chrysler and Ford Motor Co. have announced plans to double their production by 2010 of flex-fuel vehicles. Toyota has said it will bring the option to the Tundra pickup.

Among hybrids, Toyota has dominated the market with the Prius, but several automakers are beginning to bring the technology to large SUVs and pickups.

Environmental groups estimate the deal would save the country 1.2 million barrels of oil per day by 2020 while helping motorists save at the pump.

“Cars are going to be more attractive to consumers because they won’t cost as much to own and operate,” said David Doniger, director of the climate center for the Natural Resources Defense Council.

YOUR mental image of a Volvo driver probably involves hats on parcel shelves, bowling club whites and retirement home car parks.

Then there’s pulling out of junctions without looking, hogging fast lanes and taking corners slower than a fully loaded supermarket trolley. But you’re locked onto the old image of a bloody Volvo driver. The Swedes have another idea.
The next time you see a Volvo advert on TV it will be full of athletic twenty-somethings coming home from an invigorating day’s adventuring in the alps. They will be packed five up in a wagon but smiling comfortably because there’s plenty of room for them and their gear.

The background tune will have hooked you by now, despite its irritating nursery rhyme refrain. On the slow ride down the mountain coy glances start to be exchanged between the men and women. Mmmm … this sexy car-load look like they’re heading for a steamy menage a cinque in an apres-adventure hot tub.

These are the sort of people Volvo calls “modern lifers” and we’ve been sentenced to them. They’re a group of friends rather than Nan and Pop Volvo, or mum, dad and the kids. They’re strong, confident doers who are tolerant and social. They’re also impossibly healthy, good looking and smug. They’re the new breed of bloody Volvo drivers and I hate them already.

Marketing manager Matt Braid explained the global repositioning: “The traditional family structure - as we all know - is changing day by day,” he said this week. “We thought targeting modern families could potentially be limiting our segment. So we’ve revised our target group to ‘modern lifers’, which focuses on a consumer’s attitude to life rather than a particular life stage they’ve gone through.”

Volvo’s third generation XC70, the archetypal big Swedish wagon, kicks off the new campaign. It was launched this week in the Kevin Rudd heartland of Queensland and just like our new PM, Volvo is ready to ride the environmental wave.

“We think there’s a distinct movement from the 1980s and early 90s ‘me, me, me’ - excess for its own sake and luxury - to the power of ‘we’, as far as peace, the environment, and caring for the earth,” added Braid. “We see that becoming more prevalent among our target group.” The tagline for the campaign is “Life is better lived together”.

I ended up a little unsure about exactly how this bigger version of a Volvo staple is greener and more gregarious. Even Volvo describes the new XC70 as more macho than before, with an aggressive face, jutting angular surfaces and blingy bits of chrome. A projecting front skid plate, picked out in silver, supposedly makes the car safer for pedestrians when you run into them, although it looks as though it would cut them off at the shins.

Despite these tweaks, the XC70 is still obviously a Volvo wagon with a square profile, plastic cladding at skirt level and high-rise tail-lights which could guide incoming aircraft.

A radical theory of modern living arrangements hasn’t stopped Volvo making it friendly to the trad family, with thoughtful touches like built-in child seat boosters and a practical load area. There are additional high-tech features, too, like a collision warning system and hill descent control for slowly picking your way down an offroad gradient when there’s a full load of broad-minded young hikers aboard.

For the first time, Volvo offers the XC70 with diesel - 2.4-litre five-cylinder - and a six-cylinder petrol in the shape of the 3.2-litre unit which debuted recently in the S80 luxury sedan.

Volvo Australia managing director Alan Desselss said the XC70 was heartland territory for the brand where it could shine without being overshadowed by the Germans. They, of course, are all about “me”.

Volvo Australia sales have bounced back over the past few years and are up 25 per cent on 2006, year-to-date. The XC70 will contribute around 900 sales to a full-year total exceeding 5000 in 2008. “The XC70 will be the growth we’re looking for in 2008,” Desselss said.

The star of the range will be a single low-slung V70 model stripped of its offroad airs and aimed at performance buyers. Powered by a 210kW twin-turbo 3.0-litre six-cylinder driving all four wheels, it arrives early next year priced around $70,000.

Unlike Jaguar and Land Rover, Ford’s Swedish brand is not for sale and CEO Alan Mulally recently granted it increased autonomy. He must be a “we” sorta guy.

IT may well be the most expensive - and dusty - small-boat campaign in the history of the Sydney to Hobart yacht race.

Determined skipper Steve Humphries is now resigned to having to Truck his little 34-footer Huckleberry across the Nullarbor Plain after being left stranded off the coast of Western Australia this week.

Humphries has organised a Large Truck to arrive in the sleepy town of Esperance to transport his beloved yacht more than 4000km across the Australian desert to Sydney at a cost of about $10,000.

By the time Humphries arrives for the Boxing Day start of the 628nm classic he will have covered the equivalent of more than two Sydney to Hobart races - on the road.

But the effort will be worth it for the 56-year-old skipper who has long dreamed of contesting the Hobart race in his own yacht - one of the smallest in this year’s bluewater classic.

“I’m not giving up,” Humphries said from Esperance yesterday. “The way I feel about it is that the plan has always been to be in Hobart before New Year and that’s the plan I’m sticking to. This is just a little hiccup.”

Humphries and a delivery crew of two set sail from Perth last week. But after six days at sea - which included being caught in gale force winds up to 50 knots - he steered his little boat to shore.
With his fellow sailors now heading home, Humphries will wait for the arrival of the truck next week before escorting his yacht to Sydney.

“I’m not leaving my baby alone. I’m going all the way with her,” Humphries said. The trip is expected to take about four days - far less than the 21 days he had planned at sea for the delivery trip.

Once safe in Sydney, Humphries’ race crew of five, including 23-year-old son Forest, will prepare the yacht for the Hobart. And despite all his efforts in getting Huckleberry to Sydney, even Humphries has rated his little boat little or no chance of making an impressions in the race.

“She’s a 30-year-old boat. There’s no way a boat of that age has any pretensions of doing well. For us it’s just all about getting there.”

In January 2006 the round-the-world racer Brasil 1 was transported from Fremantle to Melbourne on a similar road trip after being dismasted in the Southern Ocean during the Volvo Ocean race.

The keel and mast were taken off the 70-footer for the drive and the yacht resumed the round-the-world race less than a week later.

Despite a drop in Truck volumes in the last few months, truck majors such as Tata Motors, Ashok Leyland and Eicher have raised prices by about 2% to 2.5%. This is necessitated by a steep rise in the cost of raw materials and installation of expensive safety features in line with mandatory norms.

However, according to sources, dealers of commercial vehicles have not yet passed on the hike to their customers as most of them are stuck with huge inventory. The trend was earlier seen in 2005, when Trucks adhering to the BS3 emission norms were forced to raise their prices by around Rs 50,000 per vehicle.

“Recent government norms have made it mandatory for multi-axle tractor-trailers and buses with all-India tourist permits to install anti-lock braking system or ABS, a feature currently seen only in expensive cars. ABS and headrests typically push up prices of trucks by about Rs 10,000 to Rs 45,000 per unit”, the sources added.

While multi-axle vehicle prices have gone up by Rs 25,000, Tractor-Trailers are costlier by Rs 45,000. Bus prices have gone up in the range of Rs 7,000 to Rs 12,000 per unit despite low sales. State Transport Corporations which are typically large buyers of buses, have been deferring their purchase decisions due to low funds.

Truck majors initiated steps last month when they reduced discounts. “We are hoping things will start improving from November. We are initiating a number of measures to boost sales,” said Tata Motors executive director P M Telang. Industry sales have been hit by rising interest rates in the last few months as most of the Trucks are bought through finance. However truck majors are initiating cost cutting initiatives to sustain growth momentum.

In spite of the commercial vehicle industry declining by about 5%, Eicher has registered a sales growth of 12.5%,”said Eicher’s commercial vehicles division CEO A Ramasubramanian.

01 Dec 07 New Truck Stop for West Reno?

The Reno City Council will hold a public hearing on whether restrictions should be placed on where truck stops can be located. A truck stop has been proposed to be built at I-80 and Robb Drive. The hearing has been set for 6 p.m. at the Reno-Sparks Convention Center Wednesday.

“This is a residential area and it would be nice to keep it a residential area,” Gina Battle, who lives near Robb Drive, said.

The city says the Flying J truck stop will be close to the interchange, allowing truckers quick on and off access. But some say additional trucks, means additional traffic.

“It would bring more of the traffic off of the freeway and into the neighborhoods so to say and we don’t really need that,” Battle said.

According to a city staff report, studies of traffic and noise would have to be conducted. But some say the location is too close to homes, and isn’t right for the neighborhood.

“We already have a lot of areas around here that aren’t filled up a lot of shopping centers that… aren’t leased out and I don’t think it’s necessary that it needs to be right off the freeway in people’s backyards,” Ruthie Thompson, a resident of the area, said.

A public hearing will also be held for people to discuss a controversial condo project for the South Meadows. The Boulevard South towers have been criticized for being too tall and not appropriate for the neighborhood. Some South Meadows residents are also concerned about increased traffic.

You could have been forgiven for thinking the Ramada Pelican Waters had become the Coast’s most popular truck stop yesterday, after four Big Mack trucks were parked out the front.

But they weren’t there for a quick stopover to re-fuel and head back out on the road.

In fact, the trucks were on display as part of a four-day convention taking place at the Ramada for the Big Mack Truck group.

The new range of Trucks for 2008, including the Titan, Super-liner, Trident and Granite brands, were on display for sales representatives and national representatives before being taken on a cavalcade tour across Australia.

A spokesperson for Mack Trucks said the sales conference would give more than 160 representatives the opportunity to test drive the Trucks and take part in conference sessions by American designers and engineers who helped create the new models.

She said the representatives also headed to the Big Kart track yesterday to test out their skills, before returning for a number of conferences.

It is the first time the national Big Mack Truck conference has been staged on the Sunshine Coast, which was chosen because of its proximity to the headquarters in Brisbane and the factory at Wacol.
